Graduated on 1986 in Civil Hydraulic Engineering with 110/110 with honours, after having completed the Military Academy of Livorno and having been an Official with access to National Secrecy files until 1988, he implemented research activity within the University of Trieste from 1988 until 1992 before beginning his international career working as leader and manager of numerous international donors (European Bank for Reconstruction and Development, European Commission, United Nations, World Bank, British Commonwealth, Swedish
Cooperation, German Cooperation and Central European Initiative) and Italian institutions (Presidency of the Council of Ministers, Ministry of Foreign Affairs, Ministry of Environment, Ministry of Infrastructure and Transport, Industrial Confederation, Region of Friuli-Venezia Giulia, Region of Veneto, Region of Abruzzo, Interregional Observatory for the Cooperation to Development). In this working frame he managed numerous programmes and projects funded by these institutions in Italy and in the Eastern European Countries. He has been the personal assistant for the EU policies, for the pre-accession and accession policies and for the international affairs of different Ministers and State Secretaries (Italian Minister of Environment, Italian Minister and State Secretary of the Transports and Navy, Italian Minister and State Secretary of Foreign Affairs, Albanian Prime Minister and Minister of Environment, Estonian Minister of Environment, Romanian Prime Minister and Minister of Environment, Slovenian Minister of Environment, Kosovan Minister of Environment), Presidents of the Italian Regions and members of the European Parliament. His specific area of knowledge regards the finance and management of international and European programmes, the international policy and the cooperation to development, the institutional strengthening and capacity building, the utilities and the management of the project in the sectors of environment, energy, climate change, transport and security.
